The Necessity of Establishing a Professional and Non-Governmental Artificial Intelligence Organization and Empowering Young Talents Through the Estab

According to the National Informatics Corporation’s Public Relations Office, Dr. Mohammadreza Karimi, a board member of the Corporation, emphasized the importance of coordination and synergy among multiple institutions responsible for artificial intelligence (AI) to effectively implement five fundamental strategic documents related to smart and digital banking in the country.

Speaking at the analytical session Opportunities and Challenges of Smart Banking in Legal and Strategic Documents during the 11th Conference on Modern Banking and Payment Systems, Dr. Karimi stated that these documents include the 20-Year Vision Plan, the Seventh Development Plan Act, the Central Bank Law, the Digital Banking Strategic Document, the Digital Economy Transformation Document, and the Smart Banking Document.

He analyzed the strengths, weaknesses, opportunities, and threats in this field and called for process reforms in modern banking. He added that the development of smart banking requires the transformation of data into insight and insight into value, accompanied by continuous innovation in a gradual and evolutionary manner, fostering a cultural and perceptual shift that emphasizes building trust and confidence among stakeholders while aligning with the rhythm of people’s lives and the ecosystem.

Dr. Karimi also highlighted the country’s young and educated population as a valuable resource to accelerate AI advancements. Additionally, he mentioned the country’s high internet penetration rate, public enthusiasm for utilizing new technologies, and the extensive banking network across all regions as significant strengths to drive the development of smart banking.

He further suggested focusing on education systems to empower and nurture the talents of young people by establishing modern banking schools and higher education centers for smart banking, particularly in less developed regions like Sistan and Baluchestan and Kurdistan. This effort could be achieved in collaboration with partner banks, enabling them to fulfill their social responsibilities. By offering opportunities for students and young people to express their views on ideal smart banking and their needs, the country can better address challenges while fostering social innovation, improving customer experience, enhancing ecosystem collaboration, and monitoring progress in a secure, resilient, human-centric, and interactive manner.

Dr. Karimi cited an example from KB Bank in Seoul, where unusual transactions and large amounts conducted late at night are processed with a short and reassuring delay by an AI system to analyze customer behavior. This approach has reduced 30% of unconventional transactions.

He proposed the establishment of an independent, non-governmental, specialized Artificial Intelligence Organization in collaboration with all AI stakeholders. This organization would operate similarly to the engineering, medical, agricultural, and psychology organizations, subject to approval by the Government’s Scientific, Research, and Smartification Commission, followed by ratification by the Cabinet. Afterward, it would be presented to the Parliament as a bill to legally establish the AI Organization. This organization would be tasked with formulating frameworks and guidelines for AI, updating relevant ethical and legal regulations continuously, and addressing the ethical, legal, and professional gaps in the field of AI.

Dr. Karimi concluded by stating that the newly established organization could address stakeholders’ concerns across five key layers: technical infrastructure, business intelligence and data analysis, customer experience, security and trust-building, and ecosystem collaboration. This would pave the way for improving AI growth and excellence processes in the country.
